General Membership Meeting: PVFT
November 13, 2006

Convener: Don Brown Reflector: Leigh Hill Recorder: Pat Christie

I. Call to Order was at 4:20 pm; then a quick review of agenda for today.

II. Approval of the minutes from October 9th, 2006: Motion to approve the minutes was made by Julie Armstrong, seconded by Chris Kelly, and approved by majority vote.

III. Review of the Ground Rules—accepted (as amended in the October, 2006, meeting)

IV. COPE Constitution

Building reps will take a petition to their site to amend the PVFT Constitution to include a COPE Constitution.
1 A discussion ensued to clarify that these were actually COPE By-Laws. By agreement “COPE Constitution” will be replaced by “COPE By-Laws” at the top of the page and in Article VI.
2 Another discussion about the treasurer’s responsibilities followed. Leigh moved that Article V #6 now read: “shall maintain a financial recording system that accounts for all COPE revenue and expenses which shall be reported by the Treasurer at all General Membership Meetings.” Donna Blaze seconded. Passed unanimously.
3 Agreement by consensus was reached to also add the words “60% or more of votes cast” to replace “ 60% or more votes” in Article V #2.
4 Consensus was reached to add “annually” so that Article IV, now reads: “The Membership of COPE will annually elect the COPE Chairman…”
5 And finally, we agreed to change the words “Executive Committee” to Executive Council in Article III.

V. Election Results: Michael Watkins won the COE race; Libby Wilson, Leslie DeRose, Willie Yahiro, and Kim Turley worn their races for the PVUSD Board.

VI. Holiday Party: Friday, December 15th at Jalisco’s 4:00 pm.

VII. Adjournment followed a reflection by Leigh about having an effective amendment process evolve after a somewhat confused start due to effective facilitation by Don.
